Phillippa Dwyer

Phillippa Dwyer brings more than 25 years of experience in child safety, social work, and the broader child and family services sector across the UK and Australia.

Throughout her career, Phillippa has worked alongside children, young people, families, and professionals navigating complex and often sensitive circumstances. Her extensive experience includes specialised work in CSA, family violence, homelessness, disability, and the out-of-home care system, as well as Specialist Investigations and Independent assessor in matters before Children’s and Family Law Courts.

A key focus of Phillippa’s work is supporting families and professionals when concerns regarding CSA may be present, particularly where complex information must be considered and decisions about a child’s safety and best interests are required.

Phillippa takes a thoughtful, evidence-informed and child-centred approach to assessment. She draws on a range of established assessment frameworks, tailoring her approach to the individual circumstances of each child and family. Her work considers strengths, protective factors, areas of concern, risk, needs, and the protective capabilities of the protective parent or carer.

Through careful assessment and clear, meaningful recommendations, Phillippa assists families and professionals to develop a deeper understanding of risk and protective factors, enabling them to make informed decisions that prioritise the safety, wellbeing and best interests of children.

Alongside her direct practice, Phillippa is passionate about building the knowledge, skills and confidence of those who have a role in keeping children safe. Through Keep Young Safe, she provides education, training, workshops and presentations designed to strengthen understanding of CSA and promote informed, proactive approaches to child safety.

Phillippa’s commitment is to ensure that those who work with, care for, and support children are equipped with the knowledge and confidence to recognise concerns, understand risk, respond appropriately, and contribute to creating safer environments for every child.
